Chris Conway

Chris Conway

Co-Founder & President

Chris Conway is a co-founder and President of Hay Hill Advisors and has provided advisory services to healthcare providers for over a decade as a consultant and attorney. He has designed and overseen nearly 100 large-scale billing compliance audits that intersect with revenue cycle and compliance and has represented clients in over a dozen self-disclosures.

Chris’s academic work as a law professor includes developing the Law, Regulations & Ethics Project at the University of Oxford with the Oxford Faculty of Law. He has also served as a law professor at Loyola University Chicago School of Law, where he was a Fellow in the Center for Compliance Studies. He is the co-author of Clinical Research and Health Insurance: A New Model for Managing Medical Research Billing, Preventing Insurance Fraud, and Negotiating Budgets with Trial Sponsors.

Chris serves as the principal auditor for Hay Hill Advisors and coordinates other healthcare professionals affiliated with Hay Hill as project manager. He also serves as principal lecturer for many of Hay Hill's educational offerings.

Chris is a graduate of the University of Wisconsin-Madison and Loyola University Chicago School of Law. He is the author of several articles on health policy and comparative health law.

Ryan Meade

Ryan Meade

Co-Founder & Chair

Ryan Meade has provided consulting and legal services to hospitals, health systems, and universities for over 30 years. With deep expertise in Medicare and Medicaid reimbursement and regulation, he specializes in research revenue cycle compliance. He has represented or provided services to over half of all medical schools in the United States.

Ryan is a member of the University of Oxford Faculty of Law where he has taught health care policy, bioethics, and jurisprudence among other courses. He previously taught law at Loyola University Chicago School of Law with the Beazley Institute for Health Law & Policy. During his time at Loyola he was also an Assistant Professor at Rush University, teaching courses in legal and bioethics in the Medical College. He served as the founding Director of Loyola’s Center for Compliance Studies, the first graduate-level accredited degree conferring academic program in healthcare compliance in the U.S.

He is a Senior Fellow at the Pier 6 Institute for Health Law and Policy in New York City and a partner in the law firm of Meade, Roach & Annulis, LLP. For 12 years, Ryan was co-host of the bi-monthly webinar series “The Compliance Round-Up.” Ryan is the author of numerous articles and chapters on healthcare regulatory topics. He is co-author of Clinical Research and Health Insurance: A New Model for Managing Medical Research Billing, Preventing Insurance Fraud, and Negotiating Budgets with Trial Sponsors.

Ryan is a graduate of Northwestern University and Cornell University.

Julie Colasacco

Julie Colasacco

Chief Operating Officer

Julie Colasacco is the Chief Operations Officer at Hay Hill Advisors and has over thirty years of experience in health care operations consulting and serving in executive management positions with health care organizations.

Julie provides management consulting for health care clients, with a concentration in physician and hospital operations, compliance and clinical research billing processes. She has worked with a full range of health care providers, including academic medical centers, for-profit and not-for-profit health systems, and physician practices.

Julie was the principal consultant responsible for coordinating the operational solutions for Rush University Medical Center’s corrective action and administrative improvements related to research billing. She has worked with academic medical centers to assist investigators in developing clinical processes, establishing enrollment databases and tracking mechanisms, improving clinical trial coverage analysis processes and working with information technology solutions. She is intimately familiar with the coverage analysis process and the operational needs of an academic medical center in establishing clinical trials billing safeguards and solutions. With a financial background, she has also had responsibility for identifying opportunities enhancing clinical trial finances.

In the course of her career in health care, Julie has served as CEO of a 100 physician group practice and as Executive Director of a 300 physician group practice.

David Mata

David Mata

Chief Technology Officer

David Mata is the Chief Technology Officer at Hay Hill Advisors, where he focuses on clinical research billing compliance, Medicare coverage determinations, and financial review. He has over 13 years of experience developing coverage analyses, coding structures, and reimbursement approaches for complex clinical trials, primarily working with academic medical centers.

His work combines compliance, revenue cycle operations, and technology into a practical workflow. In addition to producing coverage analyses, he designs the systems and processes that support them, with a focus on making outputs both defensible and scalable. He has worked closely with large institutions to navigate the real-world challenges of clinical research billing, where regulatory requirements and operational realities often conflict.

David earned a B.A. in History from the University of Virginia, a J.D. from Tulane University, and an LL.M. in Healthcare Compliance from Loyola University Chicago School of Law.
